What an awesome question for this week. I would definitely ask the person. Unless they are someone I know from a particular civic or religious group, which would give me some insight into their preferences, I want to make sure what I buy is something they are interested in. If it's for a child, I usually just buy something my kids have enjoyed.

I love giving tried and true children's favorites to kids--it often seems to me that choosing books for children is easier than buying books for adults! And my go-to new baby gift is a big collection of board books!
I always think that hard covers of classic books are good gifts, especially if they are antiques. They look so pretty on a shelf, even if they never get read. And I love giving children's books, especially ones that I grew up with :-)
